The Commonwealth is committed to discussing with the states changes to these rules that affect the practices of public hospitals. It is recognized that changes to data provision requirements should avoid excessive additional administrative burdens for public hospitals. Under the rules, private insurers cannot ask public hospitals for certification documents that go beyond those prescribed in the application form for private patient hospitals, or delay or deny payment of eligible hospital care requests. In the absence or lack of sufficient information, insurers should first cooperate with the public hospital to obtain more information. The purpose of these guidelines is to assist health professionals who are not required to be registered under the National Registration and Accreditation System (NRAS) and who are looking for uniform pharmaceutical authorities at the national level. The guidelines outline how state, territory and Commonwealth governments will jointly consider proposals from unified national authorities on the medicines of these health professionals. It also defines the procedure to be followed by any unregistered health profession wishing to consider a proposal to this effect. Guidelines for unregistered health professions are supplemented by guidelines for national bodies: requests to the Council of Ministers for authorisation of planned drug authorisations in accordance with Section 14 of the Act National Guidelines for National Boards): Guidelines for national bodies aim to promote a harmonized evaluation of proposals for approval of drugs for national health professionals that are registered under NRAS.
